E-Bike Laws in Pennsylvania and New Jersey: What Every Rider Should Know

Electric bikes have made it easier than ever before to commute, exercise, and explore the outdoors. Whether you’re riding through Washington Crossing, commuting to work, or crossing the Delaware River into New Jersey, it’s important to understand the rules and laws that apply to e-bikes.
Pennsylvania E-Bike Laws
Pennsylvania recognizes electric bicycles as bicycles, provided they meet specific requirements. Generally, an e-bike must have operable pedals, an electric motor of no more than 750 watts, and a maximum assisted speed of 20 mph.
If your e-bike meets these standards, you do not need:
A driver’s license
Vehicle registration
Insurance
A motorcycle endorsement
Riders should follow the same traffic laws as traditional cyclists, including obeying traffic signals, signs, riding with the flow of traffic, and using lights when riding after dark.
Helmet requirements vary by age and location, but wearing a properly fitted helmet is always one of the smartest ways to stay safe.
New Jersey E-Bike Laws
New Jersey classifies most electric bikes into three categories:
Class 1: Pedal-assist only, up to 20 mph.
Class 2: Throttle-assisted, up to 20 mph.
Class 3: Pedal-assist up to 28 mph.
Most riders can enjoy Class 1 and Class 2 e-bikes anywhere traditional bicycles are allowed unless local regulations state otherwise. Class 3 bikes may have additional restrictions depending on where you ride.
As in Pennsylvania, registration, insurance, and a driver’s license are generally not required for qualifying e-bikes.
Riding Across State Lines
Living near Washington Crossing means many riders enjoy routes that take them between Pennsylvania and New Jersey. Fortunately, the laws are very similar, making it easy to enjoy rides on both sides of the river. However, individual parks, trails, and municipalities may have their own rules regarding e-bike access, so it’s always worth checking before you ride.
Ride Responsibly
Wherever you’re riding:
Wear a helmet.
Yield to pedestrians.
Ride at a safe speed around other trail users.
Use lights if riding at dawn, dusk, or after dark.
Be courteous and respect posted trail rules.
